I am having 2 receptions one in WV where the wedding will be held and one in Philadelphia where we reside now. The reason being we can't afford to feed everybody at the full reception in WV.
How should I word the invitations to let people know there will be 2 receptions, that way they can choose if they want to come to one or the other or both events.

First and foremost, do not make any mention of your reception on your invitation card.
You would most likely have to DIY your invitation response card to be included within your invitations. Encourage people to go to your website for updates weekly, as this would be the place most appropriate place for this explanation. Also, it's one of the duties of your MOH and your planner to make sure to spread the word. It's most inappropriate to mention this on your invitation. As for the wording of your response card, keep it as simple as possible. Maybe something like this:
Please note the locations of our reception and check only one location please. Kindly reply by (2 months before your wedding)
West Virginia: __________ # of guest attending with pleasure
_________ Unable to attend with regret
Philadelphia: __________ # of guest attending with pleasure
_________ Unable to attend with regrets
