That is a huge reception! You can give a fan program or a rose with your names printed on ribbon. That should be about $0.75 a person if you get your flowers froma wholesaler. Here are some cool ideas for under $2.00:

Are you going to give each guest a favor? I would give each couple one. Hopefully you have a lot of couples attending... then you'll have a lot of two for ones:) Get mostly wine and just enough bottles of champagne for the toast. Champagne normally costs more. I would go to a wholesaler to stock up. As far as the best type of wine and champagne...Do you mean price or brand? People can be very picky when it comes to wine.
When getting champagne for a party I choose sparkling wines. Champagne can start at about $30 a bottle for the sweet nasty ones and over a$1,000 a bottle for the fine ones. Most people can't tell the difference between them by palate so go with what your pocket can bear. Have each bottle wrapped in a linen napkin when pouring if you are having a waiter walk around re-filling glasses. This is quite acceptable as it protects the wine from hot hands!
My favorites:
Jacobs Creek (Australia) Brut Cuvee $10: Made from Chardonnay and Pinot Noir, this is delightfully fruity (as we would expect from the Aussies) but neither pushy nor overtly sweet.
Rebuli (Italy) Prosecco $12: Lightly floral in aroma, it shows fresh but restrained fruit flavors. Lots of bubbles but soft, and refreshing thanks to crisp acidity. Clearly the top pop for parties.
Gruet (New Mexico) Brut $9, Country Vintner: The Gruet sparkling from New Mexico are consistently good, and this current release is certainly up to form, with pale straw color, restrained fruit notes, and a clean, well-balanced profile. In other words, Delicious!

Jordan almonds in a tulle pouch, with a favor tag that says 'Thank You For Sharing Or Day', your names, and wedding date. Very inexpensive.
