4) 2nd Dance - Parents and/or Bridal Party Join In (Optional)
5) Toast(s) - Best Man and/or Maid or Matron Of Honor. (and/or others)
6) Bride and Groom Will Welcome Everyone to Their Wedding (Optional)
7) Prayer (Optional)
8) Meal (If Buffet, DJ will call guests up to the Buffet
by table beginning with the head table, followed by the
family tables, then the rest of the guests)

9) Give Away Center Pieces (Optional)
10) Father/Daughter and/or Mother/Son Dance(s) If Applicable.
The director at my reception hall mentioned the guests eating before the bridal party arrives. I have never seen nor heard of this. I thought everyone was to wait until the bridal party arrived. Has anyone heard of this? If I do it his way, I would feel like the people were having a wedding reception w/o the wedding party or most importantly the new couple.
I've NEVER heard of that either. HOWEVER... I have heard of having hors d'eurvers or snacks for the guests and serving the liquor (if you are having any) before the wedding party arrives to kinda pass the time, because 9 times out of 10 they are taking pictures, and that can take a while. You can do like I"m gonna do.. have seating arrangments and make it a little "difficult" to find the tables... instead of numbers, use words... that will pass the time away a little bit. :-)

Can you give some ideas on planning a reception program or timeline.
Your input would be greatly appreciated.
